Screen state action against hunger!

Since 2006, Welthungerhilfe has been implementing a project with FIAN International focussing on the Voluntary Guidelines on the Right to Food adopted by the FAO in 2004. Based on these voluntary guidelines, the project has developed a new monitoring tool to assess government action regarding the right to food: Screen State Action Against Hunger! How to use the Voluntary Guidelines on the Right to Food to monitor public policies was elaborated in a participatory process involving civil society organisations from India, Uganda, Bolivia, Columbia and Guatemala.

This new manual intends to provide civil society first and foremost, but also civil servants, with some key questions useful for monitoring the right to food which includes food security. One of the specific objectives of this instrument is to provide civil society with a guide to report writing on the subject of the realization of the right to food in their country.

Whilst reports analyzing diverse aspects of the right to food are preferred, this instrument is flexibly designed to allow organizations specializing in only one or some of the issues covered by the Voluntary Guidelines to use the information that corresponds to their specialist area of expertise. Following on from the elaboration of the monitoring tool, the involved civil society organisations are now drawing up the first parallel country reports on the implementation of the right to food with the assistance of Welthungerhilfe and FIAN International.
